BACKGROUND
Confederation of Indian Textile Industry (CITI) has been incorporated as a Company under Section 25 of the Companies Act 1956 in May 2005, by broad basing the erstwhile Indian Cotton Mills' Federation (ICMF). ICMF had been established in March 1958 and later incorporated as a company in February 1967. Originally, ICMF represented the organized textile units in spinning and composite sectors comprising mills producing cotton yarn, blended and man-made spun yarn, fabrics and home furnishings. The need for an umbrella organization representing the entire textile chain had been felt by various segments of the industry for quite some time, in order to properly project the potential, problems and requirements of the industry in a holistic and comprehensive way, nationally and internationally.
 
After extensive consultations, ICMF initiated the process of establishing an umbrella organization for the textile industry in August 2000 by broad basing the coverage of its Member Associations to include independent weavers and processors. Later Member Associations were also advised to admit manufacturers of technical textiles and garments. In 2003-04 the Federation also started admitting associations and federations catering to textile segments not covered under ICMF, as Associate Members. Since many of the Associate Members were not connected with cotton or mill industry, it was felt that the name of the organization should also be broad based to represent the entire textile sector. The process reached its logical conclusion with the formation of CITI in May 2005.
 
MEMBERSHIP
As of now, CITI includes all the 12 Member Associations of the erstwhile ICMF as regular Members and Indian Spinners Association (ISA), Tirupur Exporters Association (TEA), Federation of Indian Textile Engineering Industry (FITEI), Indian Woollen Mills Federation (IWMF), Powerloom Development & Export Promotion Council (PDEXCIL), The Clothing Manufacturers’ Association of India (CMAI) and Narrow Elastic Manufacturers Association of India (NEMAI) as Associate Members.
 
ACTIVITIES
The efforts of ICMF for obtaining policy inputs from the Government targeted at the overall growth of the textile and clothing sector have helped in shaping Government initiatives like The Technology Upgradation Fund Scheme, The Technology Mission on Cotton, the Debt Restructuring Package and significant rationalization of the excise duty structure for the sector. Through its subsidiary body, namely ICMF Cotton Development and Research Association (ICMF-CDRA), the Federation has been supporting cotton extension and seed development activities since 1964 in different parts of the country. In 2004, the Federation released a Vision Statement of ICMF for the textile industry, which had been formulated by engaging CRISIL, a reputed consulting organization.
 
The Federation established a Young Entrepreneurs Group (YEG) in March 2003. The Group comprises young entrepreneurs in the textile industry holding executive positions. The objective of the group is to harness the inherited textile knowledge and new ideas and initiatives of the young entrepreneurs in the industry. The Group provides a forum for interaction among these new players in the Industry and supports the activities of ICMF and the industry.
 
The Federation has also constituted Sub Committees on Fibres, Technology, Market Access, and Vision Statement, for monitoring the developments and activities relating to the respective subjects and to give focused attention to topical issues facing the members of the Federation.
 
TWith establishment of Confederation of Indian Textile Industry, it has taken over all the functions that ICMF used to look after earlier and has expanded the coverage of its activities to include those relating to the Associate Members who have joined CITI. The Confederation is continuing its efforts to further broad base itself, by including associations representing the segments of the textile and clothing sector, which are not yet represented in CITI.
